Why can building a more capable AI make checking its actions a harder job? We examine the AI safety problem behind that warning: models recognizing evaluation conditions, AI judges producing misleading grades, and human review struggling to keep up with the volume of work agents can generate. We also look at OpenAI's use of an offline web environment during frontier-model training as one example of a boundary enforced outside the model itself. The warning is conditional, and Anthropic also says it may delay, restrict or decline releases. The central distinction is between evidence that an AI can complete a task and evidence that its checks will catch unacceptable behavior along the way.
